The Finance Department maintains the Regional Municipality's financial health.  Its tasks include financial planning, budget preparation and analysis, cash management, accounting and payroll, accounts payable and receivable, legislated financial reporting, property tax calculation and collection, and revenue collection.

 Discretionary Grants-in-Aid

The Grant-in-Aid program was established to provide Regional Council a means to provide financial assistance to individuals, groups and organizations planning programs and events for the Community.

The NRRM Grant-in-Aid Policy outlines funding eligibility.

Application Process

All applications must be submitted in writing to the Corporate Services Department using the Grant-in-Aid Application Form.  You must provide a clearly detailed budget showing anticipated revenues and expenses.

Quarterly intakes: Deadline for applications is 60 days prior to the Quarter the event is scheduled to be held.

  • 1st Quarter (Jan-Mar) Oct 31
  • 2nd Quarter (Apr-Jun) Jan 31
  • 3rd Quarter (Jul-Sep) Apr 30
  • 4th Quarter (Oct-Dec) Jul 31

As funding permits, assistance will be considered based on the following priorities:

  • Youth Programs/events
  • Senior Programs/events
  • Programs/events with a clear benefit to disadvantaged members of the community
  • Programs/events designed to improve economic, social and/or environmental well-being of the community

There must be a demonstrated financial need to justify the request. Individual Grant-in-Aid allocations will be a maximum amount of $1,000 and shall be for no more than one third of the anticipated total cost of the event/program. Please Note: Applications will NOT be considered for commitments or expenses incurred prior to approval of the grant.

Applications will be considered only for non-profit organizations operating within the community or contributing to the general interest, health and/or welfare of the community in its entirety.

Business Facade Improvement Program

Cancelled for 2021 to create the new COVID-19 Business Reopening Funding Program.  Information will be provided when grant funding to support this program is confirmed.

 COVID-19 Business Reopening Funding Program

This funding program assists businesses reopening under WorkSafe BC guidelines and Provincial Orders. Applications accepted on a first come first serve basis.

The program is now closed as the full $20,000 in funding has been distributed among 42 successful businesses.

Property Taxes

Property owners within the Northern Rockies Regional Municipality pay taxes directly to the municipality.  For more information on property taxes visit Property Taxation

Utility Billing

Water, sewer and residential garbage collection services are not billed with property taxes.  

Residential utility bills are issued quarterly (4 times per year) in advance, with payment due by the end of the quarter.

Commercial utility bills are issued at the end of each quarter, with payment due by the end of the next quarter.
