Request for Proposals-Allen's Lookout Outhouse Facility Mtce




Located on the Alaska Hwy 432 km (268 miles) NW of Fort Nelson


The Northern Rockies Regional Municipality (NRRM) is seeking proposals from individuals interested in providing janitorial services for the Allen’s Lookout Outhouse facilitytoilet (1), including general grounds cleanup and snow removal that will provide adequate access to the facility.


The service agreement commences on May 1, 2015 and terminates on April 30, 2016 and with the Northern Rockies Regional Municipality retaining the option of extending the agreement for the following:

 May 1, 2016 – April 30, 2017

 May 1, 2017 – April 30, 2018


The frequency of this service is:

-Three times per week from May 1 to October 1

-One time per week from October 1 through to April 30


The proposal shall include the proponent’s fee for service, which must include the rates for travel, materials and labour for each year.


The closing date for submissions for this Request for Proposal (RFP) is March 17, 2015 at 10:00 am (Local Time).


Hand delivered proposals may be delivered in a sealed envelope clearly marked  “RFP – Allen’s lookout Outhouse Facility Maintenance” and must be received at the Northern Rockies Regional Municipality’s Office at the address below by no later than the closing date and time to:

Submissions will also be accepted electronically by the Fort Nelson Notary Public via email ( or facsimile transmission (250-774-2259) prior to the closing date.


Late RFPs will not be accepted or considered and will be returned unopened.


Please note that this is a request for proposals and not a call for tenders or request for binding offers.  No contractual obligations will arise between the Municipality and any proponent until and unless the Municipality and a proponent enter into a formal, written contract for the proponent to undertake the project contemplated by this RFP.


This proposal is subject to Northern Rockies Regional Municipality approval and funding.  Should all proposals exceed the Northern Rockies Regional Municipality set budget or not receive funding, the Northern Rockies Regional Municipality reserves the right not to accept any proposals.


The Northern Rockies Regional Municipality is not bound to award to any proponent or to the lowest qualified proponent.
