Infrastructure Development Contribution Agreement

A core group of staff and elected officials from the Northern Rockies Regional Municipality have been hard at work for many years now, building a business case for what is now known as the Infrastructure Development Contribution Agreement. A summary document of key events in the attempted development of the NRRM as a service centre for the development of Natural Gas in the region is available.  

As a key part of this process, the Northern Rockies Regional Municipality developed a proposal to maximize benefits to the Province of BC, BC Citizens, BC Businesses and BC Communities from the development of BC's Shale Gas Resources. The most immediate result of this comprehensive Business Case and Proposal, was the Memorandum of Understanding (MOU) that was signed between the Northern Rockies Regional Municipality and the Province of BC in July 2012.

The purpose of this MOU, was to formalize a commitment to examine the infrastructure needs in the Northern Rockies Regional Municipality, and how they may be funded in future to support continued shale gas development.  Find the official news release here.

The Infrastructure Development Contribution Agreement (IDCA)

The Infrastructure Development Contribution Agreement was announced by the Northern Rockies Regional Municipality and the Province of BC on April 11, 2013. This agreement represents the Province's commitment to reviving aging infrastructure, assisting in the capital growth of the region, and the support of the Northern Rockies as the service sector for shale gas in North East BC, supplying future Liquefied Natural Gas (LNG) developments on BC's West Coast.

The Referendum - Primary Voting Day (June 8, 2013)

As required by the Infrastructure Development Contribution Agreement (IDCA), the NRRM is seeking approval of all residents on the question of whether or not to borrow the monies necessary to begin the construction of infrastructure projects in accordance with the IDCA. 

The Referendum Question

Are you in favour of the Northern Rockies Regional Municipality Bylaw 85, 2013, which if approved, would authorize the Northern Rockies Regional Municipality to borrow up to Fifty Two Million Five Hundred Seventy Thousand Six Hundred & Ninety dollars ($52,570,690) to fund the following capital projects as a result of increased industrial activity in the region:
